For various reasons child support cases are occasionally under the jurisdiction of the Department of Child Support Services ("DCSS”).  When the county is providing support for a child, a case is automatically under DCSS jurisdiction.  In this case, the supporting parent is actually paying back the county, and then the custodial parent for any amount above and beyond what the county is paying.  When your case is under DCSS jurisdiction payments are submitted directly to DCSS who then pays the custodial parent.
